Professional Background

Dr. Wes Center is the President and Clinical Director of Brain & Behavior Associates. Wes is licensed by the State of Texas as a Licensed Professional Counselor and Board Approved Supervisor.

Military Service and Academic Achievements

Dr. Center completed his undergraduate education at Howard Payne University in Brownwood, TX, and then served on active duty in the US Marine Corps for over 20 years, retiring at the rank of major. Among his many command and staff assignments overseas and in the US with the Marines, he served in the Gulf War from 1990-1991 and is a combat veteran. After retiring, he received a Master of Arts in Marriage & Family Counseling, a Master of Arts in Christian Education, and a Doctor of Philosophy in Psychology & Counseling from Southwestern Baptist Theological Seminary. He also has a doctoral minor in clinical psychology from Walden University. Dr. Center is a Quantitative EEG Diplomate, a Board-Certified Fellow in Neurofeedback and BCIA-Approved Mentor, a certified Brain Health Coach, a certified Amen Method Professional, and a Certified Integrative Mental Health Professional.

Academic Achievements

Dr. Center holds a Master of Arts in Marriage and Family Counseling, a Master of Arts in Christian Education, and a Doctor of Philosophy in Psychology and Counseling from Southwestern Baptist Theological Seminary. He also has a doctoral minor in clinical psychology from Walden University. Dr. Center is a Quantitative EEG Diplomate, a Board-Certified Fellow in Neurofeedback and BCIA-Approved Mentor, a certified Brain Health Coach, a certified Amen Method Professional, and a certified Integrative Mental Health Professional. 

Forensic and Clinical Experience

Dr. Center has extensive experience in forensic quantitative EEG (qEEG) assessments, particularly in personal injury cases involving mild traumatic brain injuries and in criminal matters where qEEG and other neuroimaging methods can be utilized in mitigation and post-conviction relief. Dr. Center also has extensive clinical experience working in outpatient and hospital-based psychiatric and substance abuse treatment facilities.

Mentoring and Training

He is actively involved in supervising and mentoring beginning neurotherapists, brain health coaches, wellness coaches, and professionals looking to incorporate neurofeedback, biofeedback, and neuromodulation interventions into their existing practices. He has taught the BCIA Neurofeedback Blueprint to hundreds of students in North America, Asia, and Europe and is actively involved in teaching continuing education courses for healthcare professionals nationally and internationally. Dr. Center has post-doctoral training, research, and clinical experience in qEEG-guided neurofeedback (qEEG-guided NFB), functional brain imaging, and brain electrical activity mapping.

Ongoing Engagement and Memberships

Dr. Center remains actively engaged in forensic applications of qEEG, teaching, and research in North America, Asia, and Europe. He is also actively involved in promoting brain-based education among local schools through seminars and workshops for faculty, staff, and administrators. He is a member of the Society for Brain Mapping and Therapeutics, the International Society for Neuroregulation and Research, and the Biofeedback Certification International Alliance.

Dr. Malinda Fasol is licensed by the State of Texas as Licensed Professional Counselor and Board Approved Supervisor. She holds a Master of Arts in Marriage and Family Counseling from New Orleans Baptist Theological Seminary and a Doctor of Philosophy in Psychology and Counseling from Southwestern Baptist Theological Seminary.

In addition to her license, Dr. Fasol has certifications in PREPARE/ENRICH, Brain Health Coach from the Amen Clinic, Telehealth Provider Training, and Advanced Nutritional and Integrative Medicine for Mental Health Professionals. She is currently working on becoming a trainer with the Complex Trauma Training Consortium.

Dr. Fasol remains actively engaged in teaching and research. She presents at various professional counseling organizations, churches, and with the Texas Justice Court Judges Association. Her presentations include topics such as healthy body image, brain health, trauma-informed care, stress management, and social media.

Dr. Manuel D. Halter PhD, JD, BCB, BCN, QEEGD 

Dr. Halter is an experienced neuroscience researcher, practitioner, and instructor who has worked with the military and universities to explore cognitive neuroscience and human performance.

His desire to make a difference in the field of psychophysiology, as well as continuing his research in optimal performance involving the science behind psychophysiological assessment and interventions, keeps him active in the field through seminars, presentations, and trainings in the many professional organizations he is active in, including the BCIA, ISNR, and IQCB.

Professional Experience

Since 2016, Dr. Halter has conducted biofeedback, neurofeedback, and quantitative electroencephalogram (QEEG) training, as well as repetitive transcranial magnetic stimulation (rTMS) treatments on Special Operations Forces (SOF) veterans at the Unites States Special Operations Command (USSOCOM) Headquarters. He has instructed undergraduate and graduate-level courses in psychology, statistics (qualitative, quantitative, and non-parametric), and research methods. Dr. Halter’s research focused on attitude measurement, employee assessment, leadership, organizational development, intelligence, personality, neuropsychology, and psychometrics.

Dr. Paul Fillmore, PhD, BCN, QEEG-D

Dr. Paul Fillmore has been fascinated by the brain since childhood, and he is passionate about using the latest insights in brain research to help people optimize their brain function and achieve (or get back to) their fullest potential. He founded Waco Neurotherapy in late 2022, in Waco, TX, as a place to make that dream a reality.

Academic Achievements

Dr. Fillmore’s educational background includes an Associate of Arts in Liberal Studies from Fullerton College, and a Bachelor of Arts in Cognitive Science, Master of Arts in Psychology, and a Doctorate in Psychology with specialization in Cognitive Neuroscience, from the University of California at Irvine.

Professional Experience and Teaching Roles

Prior to founding Waco Neurotherapy, Dr. Fillmore spent most of his career in academics, teaching students about the brain and researching ways to help those with brain-based conditions such as acquired brain injury (stroke, TBI), autism, and dyslexia. He taught in Baylor University’s Speech Pathology program from 2015-2022, where he worked with patients with aphasia, using neurofeedback and brain stimulation in conjunction with behavioral treatment to improve speech and language function. Before moving to Baylor, he completed a post-doctoral fellowship and served as on the research faculty at the University of South Carolina (2010-2015) and served as an adjunct faculty member at Vanguard University (2008-2009) while completing his doctorate, teaching courses in statistics and biopsychology.

Dr. Fillmore has over twenty years of experience in both using and teaching neuroimaging and neuromodulation using multiple modalities, including structural MRI (T1, T2, DTI), functional MRI, EEG, MEG, EEG and fMRI neurofeedback, TMS, tDCS/tACS/tRNS, HD-tDCS, and pEMF. He has extensive training in the use of neurotherapy methods and is board-certified in quantitative EEG analysis (QEEG-D) and in neurofeedback (BCN), as well as being a certified brain health coach by Amen Clinics.

Katie Gregg, MS, BCN, qEEG-D

Katie Gregg is Board Certified in Neurofeedback and a QEEG Diplomate, specializing in EEG acquisition, neurocognitive test administration, quantitative EEG interpretation, and neurostimulation techniques — including tDCS, tACS, PEMF, and TMS — and human performance optimization.

Human Performance Advisor at OPTML

Katie serves as the Human Performance Advisor for OPTML, where she helps create performance-enhancing programs for the Department of Defense.

Technician and Mentor

Katie also works as a technician for qEEG collections involving TBI litigation for OCAT Neurotech, and civil and criminal cases for the PTSD Institute with extensive experience

in state and federal capital cases. She oversees and mentors clinical cases in various neuromodulation clinics.

Educational Background and Research 

Katie holds a Master of Science in Kinesiology, with an emphasis in Sport Psychology, from Texas Christian University, and a Bachelor’s Degree in Psychology from Stephen F. Austin State University. Katie’s work with peak performance athletes and elite military service members, particularly when working at the Rockefeller Neuroscience Institute at West Virginia University, focused on resilience and maintaining peak performance under extreme stress. She also performed psychophysiological research for the Special Operations Command (SOCOM) focusing on neuromodulation and cognitive training to optimize the performance of members of special operators.

Katie’s career encompasses peak performance consulting, forensic neurophysiology, and fitness coaching. She also has years of experience working in clinical settings using neurofeedback, biofeedback, and neuromodulation technologies with clinical clients. Her work integrates neuroscience expertise with practical applications to enhance performance in various settings.

Cassie R. Latham

Cassie R. Latham, MA, LPC, BCN, is a licensed professional counselor and is board-certified in neurofeedback by the BCIA. At Brain & Behavior Associates, Cassie is a neurotherapist and lead neurofeedback clinician. Cassie also assists in forensic assessments, administering neurocognitive test batteries and eye tracking tests. She also gets the evaluatees’ EEGs. Cassie earned a Bachelor’s Degree from Hardin Simmons University and a Master’s Degree in Marriage and Family Counseling from Southwestern Baptist Theological Seminary.
